Joint Municipal Waste Management Strategy

Working together to improve our management of household waste
The Surrey Local Government Association (SLGA), made up of the district and borough Councils of Surrey and the Surrey County Council have been working together to produce a "Joint Municipal Waste Management Strategy" (JMWMS) that will improve and strengthen the management of waste in Surrey.
This strategy builds on the earlier strategic work carried out in 2003. The new strategy has taken on board the views and opinions of the people of Surrey and the changing guidance and targets set by regional and national bodies.
The final Joint Strategy was developed following a county-wide public consultation and is founded on a vision and number of key principles, which are set out below in the JMWMS document. The documents that follow are supplementary reports to the JMWMS.
JMWMS - Adopted Strategy 2006 pdf (572kb). This document constitutes a 20-year plan for the future of waste management in the County, covering the period running from 2006 until the year 2026.
SR - 1 Waste Growth Final.pdf (373kB). This report presents a professional opinion on the possible future growth rates for municipal solid waste (MSW) in the county of Surrey.
SR - 2 Legislation & Policy Overview Final.pdf (719kb). This supplementary paper provides an overview of the current and proposed legislation that governs the waste management industry in the UK that may influence future strategic waste management decisions in the County of Surrey.
SR - 3 Waste Minimisation and Awareness Final.pdf (1.05mb). This supplementary report provides an overview of waste minimisation and awareness:
- Legislative and policies surrounding waste minimisation in the UK;
- Implications of UK waste minimisation policy for strategic waste management decisions in Surrey;
- Current attitudes and behaviours towards waste;
- Current approaches that the Local Authorities in Surrey use to promote waste minimisation;
- Current approaches that the Local Authorities in Surrey use to communicate waste related information to the public;
- Considerations required for the development of a waste awareness communications plan, and;
- Suggestions for future waste minimisation initiatives that could be used by Local Authorities in Surrey.
SR - 4 Waste Collection Final.pdf (2.68mb). This supplementary report provides an overview of collection methods and considerations, and includes:
- Collection schemes commonly operated in the UK;
- The co-ordination of collection contracts, and the benefits which can result, and;
- The options for collecting waste in Surrey.
SR - 5 Residual Waste Treatment Final.pdf (1.11mb). This report sets out the following:
- Section 2 gives background to the legislation, policies and drivers to encourage waste recovery in preference to the untreated disposal of municipal waste to landfill;
- Section 3 summarises the process through which options for residual treatment were identified for assessment;
- Section 4 presents an overview of the assessment methodology;
- Section 5 presents the evaluation results, the reasoning behind the scores and discusses issues that arose during the evaluation process, and;
- Section 6 discusses the overall evaluation exercise and issues to consider in the short, medium and long-term..

SR - 6 WCA Action Plans Final. This supplementary report brings together the 11 Waste Collection Authorities (WCAs) waste action plans. These plans are designed to be `live´ documents covering the life of the SLGA Joint Municipal Waste Management Strategy, as recommended by guidelines distributed by Defra in 2005. This means that they should be amended and updated regularly to reflect changes in service provision and performance.
SR - 7 WDA Action Plan This report sets out the Waste Disposal Authority (WDA) Waste Action Plan for 2006 to 2025.
SR - 8 'Dialogue by Design' Report on the Public Consultation on the Draft JMWMS (July 2006) pdf (251kB) This is the report compiled by the expert facilitation and consultation consultants, Dialogue by Design, employed by the SLGA to conduct the public consultation on the JMWMS. The consultation ran between 22 May to 3 July 2006 and is now closed. The SLGA met on 26 July 2006 to consider this report and amended the JMWMS accordingly. The current draft of the JMWMS (above) incorporates these amendments.
Surrey JMWMS SA Non Tech Summary.pdf (544kb). This report sets out a non-technical summary of the Sustainability Appraisal process the JMWMS has been required to undertake.
Surrey JMWMS SA Final.pdf (1.91mb). This report comprises of the following:
- Background to the purpose and objectives of the appraisal process;
- The methodology used to complete the appraisal;
- A summary of the current sustainability issues likely to be affected by the JMWMS (i.e. the baseline situation);
- A summary of the appraisal of the options;
- A summary of the contribution of the plan policies to social, economic and environmental objectives within the county, and;
- An outline of the proposed mitigating measures for where these effects are negative.
Eunomia.pdf (768kb). This report is the result of a detailed modelling exercise, investigating the local potential of various systems for the kerbside collection of waste and recycling. It is intended that this work will be of value to officers and elected members with responsibility for waste management in understanding the options that lie before them and the associated costs, benefits and material outputs from each system that is being considered.
